She had plenty of opportunity to challenge the staus quo and shrink the bureacracy but that would mean she'd have to make some decisions and live with them. I was just down in PA and Gov Rendell had proposed tax hikes for similar purposes to Gov Rell's. I was at a power plant so it's pretty blue collar and the buzz was overwhelmingly negative. As a democrat, Rendell has unions to feed, but to so miss the popular impact of sales and other tax hikes he must be tone deaf.<BR/><BR/>Maybe they are just lazy.
