Not the cause of the war. Not its prosecution.<BR/><BR/>The U.S. Congress of 1974 bears much of the blame for the Cambodian genocide, Vietnamese re-education camps, and the plight of the boat people. Had the US lived up to its obligations under the Treaty of Paris much of that misery would have been averted.<BR/><BR/>We can't roll back the clock to 2003 (or 1991). President Ford could not roll the clock back from 1974 to 1963.<BR/><BR/>We can only decide how to act today on the facts as we understand them today.Anonymousnoreply@blogger.com
