Possibly, even some twisted interpretation of how coupons or discounts will be taxed. <br />The problem, as you point out lies in the assumption that the cost reduction in personnel will actually take place. If this fails, and given the fact that the Governor has to balance the budget, I wonder if his staff can find some new way to tax us.
